Not addressed in rules.   This competition is among the highest.  Only the best referees are assigned these matches. Use FIFA standards

Referee Pay

If paid at the field, referees must be paid BEFORE the match

Atheletic Trainer

An athletic trainer must be present before and during a match.  

Player Uniforms

Jersey and number must be visitble.
In cold weather, undergarments of team color, black, gray or whiate are permitted.  Leggings of team color, black or gray. Gloves with no clips or rings are allowed.   Headbnads, ear bands and beanies that ar tight to the head are allowed with referee approval. 

Field Condition

Protests regarding field, markings, corner flags, goals or balls must be in writing to the referee before the match starts.
If field becomes unplayable, referee to consult the League Manager and a joint decision is made.
Game will not start without proper secured goals, lined fields and corner flags.

When a Winner is Required

Unlimited player substitutions, but only 5 moments per match.
2 x 10 minute overtime.  Staright to PK's for consolation games
One additional substitution moment per over time half.

U-Specific

U13-15: 40 minute halves; 11v11, Half time = 10 minutes.   
U16-19: 45 minute halves; 11v11,  Half time: = 15 minutes.   

Substitutions

At the discretion of the Referee. EITHER team may substitute at any stoppage.

  • Maximum of 5 moments per game for subs. Half time not considered a moment. 
  • No reentry in the same half
    • Exception for injured goalkeeper.   One reentry per half permitted for an injured goalkeeper.
  • Maximum of 7 substitutions per half
  • A temporary substitution to remove a player suspected to have a head injury shall not count against the re-entry or moment rules. 
    • The team must have at least one substitution player and moment remaining.
    • Upon clearance, the substituted player may reenter to replace the temporary substitute.
    • The temporary substitute will be able to re-enter the game at a later time.
    • If the original player suspected of a head injury is NOT cleared to return to play, the temporary substitution is considered a regualr substituion and the team is charged for the substitution.   

Orthopedic Supports
Not addressed in rules.  Use FIFA standards

Heat 
Depending on Temperatur and Relative Humidity (figure anything higher than 85oF) , provide hydration breaks of 4 minutes for each 30 minutes of continuous play.  i.e. at the 30th, 75th minute and before overtime.
