Referee Expectations

If a team is late or does not have enough players there may be a forfeit.  The players are expected to play a friendly regardless.  The referee team is expected to stay and referee the friendly match. 

The league has a code of ethics and has adopted "Fair Play" standard.  Report any concerns regarding race, ethnicity, language, nationality, sexual orientation, religion, gender, socio-economic status, age, physical ability or mental ability.

League rules call for technical area behavior per FIFA, and players not to discuss judgement calls.  Answer courteous questions at half time and post match.

Recreational League

This is an O16 women's recreational soccer league. 

Check In and Match card

Home team supplies game card.
Each team provides a roster with no more than 18 names, 15 minutes prior to kick-off.
Check in teams 10 minutes before game time. 
Check  players against passes.
Note any problems with passes, nets, or corner flags on the game card.
Note pre-game protests regarding field, uniform or equipment on the game card.

 

Home Team Provides

Game balls,  1 goal nets,  2 corner flags.  Visitors provide 1 goal net and 2 corner flags.
Changes jersey if conflicting colors.

 

Forfeit

Note on game card.  Referees do not award forfeits. 

  • Less than 7 players 15 minutes after slated start time
  • No player passes.
  • No goal nets or corner flags.
  • Plays an ineligible player

Jewelry

No non-prescription glasses, earrings, necklaces, watches or bracelets.

 

FIFA LOTG

Laws are per FIFA unless modified by League rules.

No slide tackles except at highest division.  Includes goal keepers.  IFK.   Both teams must agree to permit slide tackling.

Protect the goalkeeper.   One finger contact is possession.  

 

Match Length

Halves are 45 minutes. 5 minutes for halftime.
At 22 minutes provide a 1 minute break to facilitate substitutions.   With agreement of both captains at the coin toss may waive this break.

Shorten halves equally to stay on time if there is a late start due to nets, corner flags, player check-in or too few players.   Note on game card.  Inform captains of the length of halves.

 

Substitutions

  • Own throw-in
  • Goal kick.  Either team
  • Injury stoppage.  Either team.
  • Mid period break.  Either team.
  • Prior to kick off (post goal and start second half). Either team.
  • Cautioned player may be substituted. 

Misconduct

Note all Yellow and Red cards on match card.  If there is a red card ---  notify the Assignor .

 

Braces and Casts

No casts.  No metal splints.   Knee splints with unyielding material to be covered with 1/4" slow recover material.   Players with non-conforming knee splints may play but are to be cautioned.   Note on game card.  .
