The following general conditions, policies, and procedures are associated with the use of the Referee Segment of the website www.pensra.org (Site). By using the Referee Segment, YOU ( ) ARE INDICATING THAT YOU HAVE READ, UNDERSTAND AND AGREE TO THE FOLLOWING ITEMS. FAILURE TO ABIDE TO THESE TERMS CAN AND WILL CAUSE YOU TO LOSE ACCESS TO THE WEBSITE. ACCESS TO THE WEBSITE IS PRIVILEGE AND NOT A RIGHT.

  1. You may indicate your acceptance of the Agreement by clicking the 'I Agree' button at the end of this Agreement.

  2. You may not sell, share, copy or otherwise transmit any referee information obtained from www.pensra.org to any other individual or organization, unless that individual or entity has documented independent access to the information. This prohibition includes but is not limited to name, address, phone numbers, gender, age and email addresses.

  3. You may not sell, share, copy or otherwise transmit any match information obtained from www.pensra.org to any other individual or organization, unless that individual or entity has documented independent access to the information. This prohibition includes but is not limited to referee reports, referees assigned, match dates, times, fields, teams or clubs. For matches where a referee has been assigned or has worked, this prohibition is not intended to restrict that referee from copying, transmitting or sharing that match information with certified or registered assessors.

  4. You will keep your Profile information current, including physical address, email address and phone number. (See Services:Profile ) If you get paid by clubs, leagues or teams for refereeing matches, you will you provide your taxpayer identification number via a paper or electronic equivalent of the IRS Form W9. Your SSN may be provided to all clubs or leagues that pay referees. See Services:Profile-Finance

  5. You will establish your preferences on how Assignors and Officers can contact you by completing the Subscriptions at Services:Profile-Messaging.

  6. You will establish your preferences on where automated Notifications from the www.pensra.org website will be sent by completing the Notifications at Services:Profile-Messaging.

  7. You understand that email and/or text messaging is NOT 100% reliable as a means of communication and email and/or text messaging is not to be used as the definitive means of communication. Email and/or text messaging are unreliable as a method to communicate scheduling information. You will logon and check your assignments. Email and/or text messages can get delayed or lost. The www.pensra.org minimizes or does NOT create automated emai and/lor text messages reminding or confirming assignments. Amended May 15, 2024

  8. You understand that any member of the public, including spectators, team officials, players and other referees can evaluate your performance as a referee on the Pensra website. You understand that to facilitate these evaluations, your past assignments - specifically your name and the match details - are visible to any member of the public You understand that the identity of the individual making the evaluation will not be disclosed to you. You have the ability to clarify and comment to any evaluation.

  9. You understand that your name and phone number may be provided to club officials, field marshals, or team officials associated with your assignments. Your name and phone number are provided to assist these individuals in administrative duties, such as verifying the score or send offs or assuring that you are on time to your assignments. Pensra encourages, but has no means to enforce, that these individuals keep your phone number confidential.

  10. You will know, follow and enforce the Competition Rules for the Playing Leagues that you work. You will know and enforce the IFAB Laws of the Game. You will know, follow and enforce the USSF and CNRA mandates for referees in affiliated matches. Pensra, the competition organizer, or the assignor can test your knowledge. You will not be compensated for time you spend training or testing.

  11. You will abide by the USSF Code of Ethics for Referees as detailed in the most recent copy of the USSF 'Referee Administrative Handbook' or the USSF Referee Website.-> This provision does NOT apply to referees that solely work matches for AYSO.   12. You will abide by the USSF "The Referee Commitment" as detailed in the most recent copy of the USSF 'Referee Administrative Handbook' or the USSF Referee Website.-> This provision does NOT apply to referees that solely work matches for AYSO. USSF "The Referee Commitment"

  13. You will abide by the USSF Match Priority Policy as detailed in the most recent copy of the USSF 'Referee Administrative Handbook' or the USSF Referee Website.-> This provision does NOT apply to referees that solely work matches for AYSO. USSF Match Priority Policy Referees that turnback one match to work a different match at the same time will be disciplined.

  14. You understand that violations of USSF requirements or Competition Rules can result in referees not getting paid for their assignments. Major violations can result in the entire match fee being forfeited. Minor violations can result in a portion of the match fee being forfeited. This is at the discretion of the assignor or league or client for the match. An example of a major violation is when referees use a two whistle dual system in an USSF affiliated match. An example of a minor violation is when a referee is not in the appropriate uniform or fails to file a timely match report.

  15. You will participate in continuing education programs sponsored or required by USSF or CNRA to maintain your refereeing skills. The Referee:Continuing Ed modules on the www.pensra.org website are designed to assist with these continuing education requirements, to provide ongoing information regarding amendments to the FIFA LOTG, and to provide league specific rules of the competition. You will not be paid for your time participating in any training, continuing education or meetings.

  16. You will complete Match Reports as required. Most matches require match reports from the referee and assistant referees. Match reports are used to determine whether you worked a match and are entitled to payment. Filing a false match report requesting payment for a match that you did not work is considered fraud. Match reports are used to report on health and safety concerns.

  17. As per local custom, you acknowledge that you are not an employee of the Peninsula Soccer Referees Association ; that you are responsible for your own insurance; that you are responsible for reporting fees paid as income; that you can chose which matches you desire to work (offered on www.pensra.org or other websites), and that you are responsible for paying any income, self employment, social security or other taxes due to your work.

  18. You acknowledge that Peninsula Soccer Referees Association does not provide vacation pay, health care, holiday pay or other benefits. You acknowledge that you are responsible for your travel, uniform, parking, equipment and other expenses. You acknowledge that Match fees are listed at Services:Fee Schedule and are subject to correction by the team, club, assignor or league that pays for your services. You acknowledge that Peninsula Soccer Referees Association is not responsible for your match fees in the event that the team, club, assignor or league fails to pay you.

  19. You acknowledge that accepting an assignment is a contract between you and the team, club, assignor or league offering that assignment. You acknowledge that you are hired to work each match independently. If compensated, you will be compensated per match worked. You will be paid if the match is cancelled without sufficient notice. You acknowledge that not fulfilling an accepted assignment can make you liable for damages as specified by the team, club, assignor or league offering the assignment. If assigned to a match and you cannot work that match, you will contact your assignor as soon as possible and if requested, you will assist the assignor in finding a replacement referee to work that match.

  20. You acknowledge that you are responsible for obtaining, purchasing, supplying and maintaining your uniform and tools (cards, whistles, flags, watch, etc.). You acknowledge that you will abide by the USSF "Standards of Dress and Appearance"-> for matches sanctioned by the USSF. 

  21. You acknowledge that working one match does not confer the right or obligation to work a different match. You have no requirement to work for any specific club, team or league and you have no requirement to work for any specific assignor. You can choose for which clubs, teams, assignors or leagues you work. You cannot be required to accept an assignment. You control how you will referee a match.
