Natomas Youth SL Rules Summary AlternativePrintable

This rules summary is provided to the referees as a service. These are not the official rules of the competition. NO warranty is made that this summary is up to date.

League rules last updated 3/11/23.

Recreational League U10 and U12

Natomas Youth Soccer League (NYSL) - IN-HOUSE COED RULES

These rules are set for those games and tournaments where only Recreation teams from within the NYSL are playing together. It is a teaching time for players, coaches and parents.

1. IFAB "Laws of the Game" are in play with the following modifications and emphasis:
  • All players MUST wear shin guards. Shin guards must be completely covered by the player’s socks. Players can NOT wear shin guards over socks.
  • Players may NOT wear any piercing (earrings, nose piercings)
  • Hair accessories – Players may NOT wear any hair accessories made of any hard material (no Plastic/acrylic hair clips, no Claw clips, no plastic or metal beads, no plastic/metal hair pins). Soft hair accessories are allowed (hair ribbons, scrunchies, elastic hair ties)
  • Players are NOT allowed to wear any jewelry (No necklaces, No bracelets -soft or hard). Wrist religious items MUST be taped.
  • Shirts/jerseys just need to be the same color to differentiate, with numbers. Pinnies may utilized if there is a color conflict.
  • Goalies must wear a different color than all other field players.
  • NO Headers for U10-U12 (IFK when intentional or major heading occurs).
2. This is a CO-ED league. Teams are required to have female players on the field at all times. Referees should confer with coaches before the game what their team situation is like. If a team doesn't have enough female players, they should play down a player. Again, this is a learning league with no points or incentives, so the best course of action is to meet with coaches before the game and develop a plan that everyone can agree on.

3.Sportsmanship Rule:
  • Teams may win by no more than a six-goal differential.  Any teams winning by excessive margins will results in the following sanctions:
  • --1st offense -The coach receives a warning
  • --For every offense thereafter - Coach will be suspended one game
  • If a team starts to win by 5 goals, please let the coaches know and give the opposing team the option to add 1 additional player. If the team is up by 7 goals, have the opposing team add a second additional player.
  • Coaches are responsible for managing the game with regards to high goal differentials.
  • Referee needs to notate in the Match Report what actions were taken with the team that exceeds the Sportsmanship Rule.
6.  Coaches are responsible for addressing parent issues. This includes having parents at least 2 yards from the touch lines and not behind any of the goals. U10 field set-up requires all parents/spectators to sit along the tree line or the fence line. There are TWO fields used by U10 and only team officials/players should occupy the space in between the TWO fields while ALL SPECTATORS sit on the opposite side. For the U12 + teams, opposing coaches and teams sit opposite of each other on the field, not encroaching on the AR side of the field. In other words, the line where the AR is working should have no parents/spectators and the team bench should be at least 5 yards off the line and out of the way of the AR.

7. Advise and remind coaches as necessary about the good of the game and when behavior is not appropriate. Remind them to also have fun!

8. Using your cell phone take pictures or video of problem spectators or coaches to share with the assignor as necessary to address with the Club Board.

9.  Call 9-1-1 if violence occurs or a medical emergency occurs.

Thank you again and please call me with issues or problems.

4 v 4 Matches U06 and U08

Thank you for being available to work as a STAR field Marshall for our U6-U8 teams. There are no referees for these games, coaches will be running each game as the teams are “in-house” meaning they are only Natomas teams playing together. It is a teaching time for players, coaches and parents.

Your primary responsibility is to help them all be safe, manage the game time and guide them to appropriate soccer behavior while keeping the game moving. If a parent or coach has a concern that goes beyond your role, instruct them to contact the NYSL board directly. Contact info is available on the website.

Field marshal duties start 10 minutes before the posted game time and conclude no more than 10 minutes following the final whistle. Please wear a referee jersey (old or new style), have a charged cell phone, have a watch and a whistle

1. 10 minutes before game time on your schedule, call ALL TEAMS over for a safety check. In preparation to check in your teams with the Field Marshalls please ensure the following:

* All players MUST wear shin guards. Shin guards must be completely covered by the player’s socks. Players can NOT wear shin guards over socks.
* Players may NOT wear any piercing (earrings, nose piercings)
* Hair accessories – Players may NOT wear any hair accessories made of any hard material (no Plastic/acrylic hair clips, no Claw clips, no plastic or metal beads, no plastic/metal hair pins). Soft hair accessories are allowed (hair ribbons, scrunchies, elastic hair ties, etc.)
* Players are NOT allowed to wear any jewelry (No necklaces, No bracelets -soft or hard). Wrist religious items MUST be taped.
* no pushing each other
* no screaming or yelling at each other
* no hands, just feet
* no goalies
* shirts/jerseys just need to be same color to differentiate, no numbers required.
* when the ball goes out we do a throw-in or goal kick (corner kicks are not required at this age). Remind Coaches when this is done.
* When you hear a whistle, freeze and listen to the coaches.
* Have fun!

2. Instruct coaches they are responsible for taking 10 minute quarter breaks with the clock still running. It only stops at half time for 5 min (ideally to sub and grab a quick drink of water). They need to rotate all kids to get playing time. We do not keep score, we are teaching and instructing. Also remind them:
* Coaches Coach, Players Play and Spectators Spectate and Encourage.
* Spectators should model respect to everyone and only use encouraging words.
* Coaches will blow the whistle for out of bounds, hand balls, kick-off, to stop the game, etc. (not the field marshall).

3 All games in your field area will start and end  on YOUR WHISTLE. Regardless of how long it takes the teams to physically start, the game clock starts on time always and will end on time always (50 minutes total, no more). Remind coaches when they should be taking a half time break and maybe give them a 2 minute warning before the game ends, etc. If another game is scheduled after, field Marshall needs to assist in getting both teams off the field so the next teams can play. Clock ALWAYS starts on time (unless Medical ER).

4. NO GOALIES. Coaches need to instruct players to NOT stand inside the goalie box area. They should only be in the box to get the ball out, not to be a goalkeeper. Field Marshall should verbally remind kids/coaches as necessary (you will do this a lot).

5.Sportsmanship Rule:
Although a score is not kept at this age, teams may not win by more than a six-goal differential.  Any teams winning by excessive margins could results in the following sanctions:
—-1st offense -The coach receives a warning
—-For every offense thereafter - Coach will be suspended one game
Coaches when your team starts to win by 4-5 goals, please ask the opposing team to add 1 additional player. If your team is up by 7 goals, have the opposing team add a second additional player.
Coaches are responsible for managing the game.  If they need help, they will ask the Field Marshall for help.

6.  Coaches are responsible for addressing parent issues AND reporting them to field Marshall for support IF necessary. This includes having parents at least 2 yards from the touch lines and not behind the soccer goals.

7. Advise and remind parents and coaches as necessary about the good of the game and when behavior is not appropriate. Remind them to also have fun!

8. Using your cell phone take pictures or video of problem spectators or coaches to share with the assignor as necessary to address with the Club Board.

9.  Call 9-1-1 if violence occurs or a medical emergency occurs.
